Notice of Study Commencement and Public Information Session
Land Use Plan Including Transportation, Wastewater, Water and Stormwater Management Master Plan
Planning Around Rapid Transit Stations (PARTS): Central Stations Study Area Plan
The City of Kitchener is preparing the Central Stations Study Area Plan for the study area shown in the map below. The intent of the plan is to determine the most appropriate land uses, streetscapes and infrastructure requirements including a plan for transportation which will address pedestrian, bicycle, transit and road issues as well as traffic in general, within about a 10 minute walk of the ION rapid transit stations. Stormwater management, access to water and wastewater may also be addressed.
A land use plan is being developed under the Planning Act and is integrating the infrastructure planning as per the requirements of the Municipal Engineers Association’s Class Environmental Assessment for Water, Wastewater and Roads (A.2.9).
As part of this study, a minimum of three (3) Public Information Centres (PICs) are planned. A PIC is scheduled for Wednesday, December 9th, 2015, from 6:30 p.m. to 8:30 p.m., and will be held in the Conestoga Room (1st Floor) at City Hall at 200 King Street West, Kitchener. A brief Staff Presentation will commence promptly at 6:45 p.m. The PIC will present the preferred scenario/alternative as well as other information including park/public realm space, transportation assessment, noise impacts, and cultural heritage considerations. This PIC is intended to provide an opportunity for public and government agency review and comment. Representatives from the City Working Team will be present at the PIC to answer questions and discuss the next steps in this study.
One of the considerations to be factored into discussions on determining appropriate land uses, streetscapes and infrastructure requirements is cultural heritage. In April 2015, City Council approved the Kitchener Cultural Heritage Landscape Study (CHLS), which identifies 55 significant cultural heritage landscapes (CHLs) throughout the City. Visit www.kitchener.ca/chls for more information. Several significant CHLs, primarily residential neighbourhoods, are located within the preferred scenario/alternative. Guiding appropriate growth and stability is an objective of both the Central Stations Study and the City’s CHL strategy, and implementation measures such as the development of design guidelines may ultimately be common to both initiatives.
Public consultation is vital to the development of a land use plan and other master plans, to the Class EA process, and to identifying strategies to conserve significant cultural heritage landscapes. The City wishes to ensure that anyone with an interest in this study has the opportunity to get involved and provide input before any decisions are made on a preferred alternative and recommendations contained in the Central Stations Study Area Plan. With the exception of personal information, all comments will become part of the public record.
Property owners who submit written comments will be notified of the date and time of future public information centres/public meeting(s) to be advertised by the City of Kitchener and will be provided a copy of any staff report relating to the Central Stations Study Area Plan and Environmental Assessment.
